This session will explain the School District's role in planning, design and construction - what you need to know as the project owner and leader. You will learn how to manage facility assessments, planning, design and construction in a way that saves you time, money and headaches. Information will cover all project types – from small renovations to building additions to large new construction. You will also learn the pros and cons of each of the project delivery methods – design/bid/build single prime, design/bid/build multiple prime, CM at risk and performance contracting – and how to select the best method for each of your projects.
You will hear lessons learned from a former superintendent who experienced several construction projects.
And you will hear the latest on the State’s School Construction Grant Program.

The Value of a Construction Manager as Agent – Part 1
The Owner’s “Agent” role of leading and managing planning, design and construction – whether internal, external, or both – is the most important role on the project. The Construction Manager as Agent (CMa), is an independent advocate of the Owner, possessing both design and construction expertise, as well as strong leadership and management skills. The role is not just an extension of the Architect’s services or a General Contractor managing multiple primes. In fact, a primary objective of the Owner is to improve the “cooperative” performance of the Architect and Contractors. Therefore, it is necessary that the Owner’s role be separate from the design and construction roles.
Admittedly, the title “Construction Manager” is a bit misleading. A Construction Manager as Agent (CMa) is actually a “Planning-Design-Construction Manager”, with their ability to lead every phase being critical to the success of the project.
Definition of Professional “Agency” Construction Management
Construction Management Association of America (CMAA)
"Agency" CM is a professional service that can be applied to all delivery systems where the CM acts as the owner's principal agent in the management of a construction project or program, and where the CM is responsible to the owner for managing the planning, design, construction and post construction phases, or portions thereof.
The Litmus Test – Is This Firm a True Professional CMa Firm?
There are four questions Owners should ask when determining if a firm is a true, independent CMa:
#1 – Is this firm’s core business to manage the planning, design and construction of a project; not one of these, but all three with equal knowledge and emphasis? Or are they designers or builders? Request a revenue breakdown by service and project phase (planning, design and construction).

#2 – Does this firm advise and serve as an independent agent on all project delivery methods – design/bid/build – single prime, design/bid/build – multiple prime, design/build, performance contracting, etc.? Or do they only offer one method? Request a revenue breakdown by project delivery method (where they served as an agent to the Owner).
#3 – Is this firm free from both the design of the project and relationships with potential bidders/contractors for your proposed project?

#4 – Does this firm’s scope of services and fees look different on every project, confirming that they tailor their services to the Owner’s needs? Request examples of scopes/fees in dollars and percentages.
The answer to all four (4) questions will be “yes” from a true Construction Manager as Agent (CMa). Otherwise, you will be sacrificing on the expertise and independence needed in the CMa role.
