Craig Louer, Project Executive – Sitton Construction Group
Craig Louer is a Project Executive for Sitton Construction Group. In this role, Mr. Louer assists school administrators and Boards of Education in making construction related decisions that will result in facilities that promote and contribute to effective teaching, student learning, and maximum value for the construction investment made.
As Assistant Superintendent for the Edwardsville Community School District #7 (in St. Louis Metro East) from 1994 to 2008, Mr. Louer assisted in planning, design, construction management of school facilities totaling approximately $100 million.
1994-1997: Worked with Board Facilities Committee and Superintendent on construction management of a new 312,000 square foot high school, renovation of former high school into middle school and renovation of several elementary buildings. Specific responsibilities included:
- Organization and supervision of relocation of staff (approximately 400 teachers), related teaching materials, furniture (student and staff) to new locations
- Total responsibility for FF&E budget and purchase including evaluation of current furniture, disposal of unusable furniture and equipment, purchase of new furniture and equipment
- Chaired committee of faculty, Board and community members to write and implement technology plan that was ultimately the basis for voice, video and data installation in new high school and renovated middle school
- Coordinated FF&E and technology purchases and installation with construction schedule, architects and contractors
- Supervised closure of project including final punchlist and warranty work
2002-2004: Worked with Board Facilities Committee and Superintendent on construction management of a new 154,000 square foot middle school, 13,000 square foot additions to two elementary buildings and renovation of 3 elementary buildings. Specific responsibilities included:
- Organization and supervision of process and activities for relocating staff, related teaching materials, furniture to new locations and renovated schools
- Organization and supervision of process for moving furniture, materials and equipment out of three elementary buildings scheduled for asbestos abatement and renovation and then preparing buildings for school opening following construction completion.
- Representing Board of Education in weekly meetings with architects and contractors to review progress of construction, make decisions related to changes in construction and approval of change orders.
- Total responsibility for FFE and technology budget and related purchases
- Coordination of security, voice, video and data decisions, purchases and installations with architects, contractors and district personnel
- Leading District team responsible for approving construction drawing reviews for Board with regard to educational programming, VVD, FFE, materials and color selections, etc.
- Acted on behalf of board in closing projects including punchlist and warranty issues
2006-2008: Worked with Board Facilities Committee and Superintendent on construction management of renovation of 2 elementary buildings, 2 new 55,000 square foot elementary buildings, and significant renovation and additions to two other elementary buildings. Specific responsibilities included:
- Organization and supervision of process and activities for relocating staff, related teaching materials, furniture to new locations and renovated schools
- Organization and supervision of process for moving furniture, materials and equipment out of four elementary buildings scheduled for asbestos abatement and renovation and then preparing buildings for school opening following construction completion.

Mr. Louer served the Edwardsville School District from 1975 to 2008:

- 1994-1998: Assistant Superintendent for Curriculum and Instruction
- 1975-1994: Teacher, Coach, Assistant Principal, and Principal
Louer received his B.S. in Business Administration from the University of Illinois, and his M.S. in Business Education from Southern Illinois University-Edwardsville.
